Abstract: 

سازمان بین المللی استاندارد از زمان تاسیس خود در سال 1942، استانداردهای بین المللی متعددی را با همکار ی متخصصان و کارشناسان برجسته جهان و همچنین کارشناسان موسسه های استاندارد کشورهای عضو این سازمان، تدوین و منتشر نموده است. هر کدام از استانداردهای انتشار یافته حیطه خاصی از عملیات و فعالیتها را پوشش داده و بر روی آن متمرکز می شود. مانند استانداردهای سیستم کیفیت، ایمنی و بهداشت حرفه ای و مدیریت محیط زیست. با وجود تشابه فراوان بین این سیستم ها، ادغام نیازمندیهای این سه سیستم بدون پیچیدگی به نظر می رسد؛ ولی این امر در عمل به سادگی میسر نیست. چرا که بایستی ابتدا برای هر سازمان فایده ها، مشکلات و مسایل حاشیه ای جهت ادغام در نظر گرفته شود. علاوه بر این، در نظر داشتن وجوه اشتراک و تفاو تها بین سیستم های مورد نظر نیز ضروری است. با این حال اگر نیازمندیهای سیستم مدیریتی مورد نظر به درستی در سازمان طرح ریزی و اجرا شده باشد و کارکنان سازمان نیز آگاهی و تعهد لازم را در ارتباط با نیازمندیهای آن داشته باشند، ادغام سیستم های مدیریتی به راحتی و بدون ایجاد اختلال در روند جاری فعالیتهای سازمان امکان پذیر خواهد بود. در این مقاله پس از بحث و توضیح پیرامون استانداردهای کیفیت، مدیریت محیط زیست و ایمنی و بهداشت حرفه ای، روشهای ادغام این سه سیستم و فواید ناشی از این ادغام عنوان خواهد شد.

Abstract: 

The increasing global interest on traditional and complementary medicine (T/CM) and a need of a centralised and validated Information on T/CM, added with a noble mission of optimally integrating the practice of T/CM into the mainstream healthcare system, revolutionised this Commonwealth health minister’s initiative project. Combined with strong government support and strength in ICT infrastructure at Multimedia Super Corridor, Malaysia put forward the proposal at the last Commonwealth Health Minister meeting which finally get the endorsement for implementing the project at the pre-WHA meeting 2002. This web portal aims in promoting and enhancing the practice of T/CM through global communication and smart partnerships, was implemented by the Herbal Medicine Research Centre of the Institute for Medical Research assisted by the beta group committee. Fondly referred to as the InfoHub, it will deliver validated, up-to-date and comprehensive Information of T/CM to the world. Thus, the establishment of Integrated Medicine together with Allopathic Medicine towards contemporary health care can be achieved. The prototype, www.Globinmed.com was successfully launched in October 2003 have Malaysia Information on Policy, Trade, Intellectual Property Rights and Herbal Databases, whereas the first international partner, NHIondemand provide other content including Traditional Chinese Medicine, Dietary Supplement Monograph, and Health Condition & Disease States. To achieve its establishment, more contents are being planned and Malaysia is cordially inviting other countries to form a strategic partners not only to enrich its content, but also improved the Information portal to ensure its remain viable and competitive internationally.

Abstract: 

In this paper, a novel risk-based, two-objective (technical and economical) optimal reactive power dispatch method in a wind-Integrated power system is proposed which is more consistent with operational criteria.  The technical objective includes the minimization of the new voltage instability risk index. The economical objective includes cost minimization of reactive power generation and active power loss. The proposed voltage instability risk employs a hybrid possibilistic (Delphi-Fuzzy)-probabilistic approach that takes into consideration the operator’s experience, the wind speed and demand forecast uncertainties when quantifying the risk index. The decision variables are the reactive power resources of the system. To solve the problem, the modified multi-objective particle swarm optimization algorithm with sine and cosine acceleration coefficients is utilized. The method is implemented on the modified IEEE 30-bus system. The proposed method is compared with those in the previously published literature, and the results confirm that the proposed risk index is better at estimating the voltage instability risk of the system, especially in cases with severe impact and low probability. In addition, according to the simulation results compared to typical security-based planning, the proposed risk-based planning may increase the security and economy of the system due to better utilization of system resources.

Abstract: 

Introduction: Hospital Information system (HIS) as an Integrated Information system is used for daily operations, planning, care, and treatment of patients. Due to the existence of various and heterogeneous healthcare Information systems, HIS encounters interoperability problems. In this regard, this study aimed to propose an Integrated architecture for HIS based on the interoperability model. Method: This research is a strategic-applied study for achieving an Integrated HIS architecture, focusing on clinical Information systems (CIS). First, the requirements of clinical Information systems were carried out through library studies, the review of the statistics office of the Ministry of Health, Treatment and Medical Education, and it was also reviewed and confirmed by Information technology experts. Then, different interoperability frameworks and HIS architecture models were studied. Finally, the Integrated HIS architecture model was proposed based on the interoperability model. Results: The Integrated HIS architecture based on the interoperability model includes three architecture models as follows: references, software, and Information. Reference architecture is proposed generally for the HIS and customized for CIS. For implementing various HISs, software architecture is proposed. And Information architecture is used for storing, processing, and transmitting the Information. Conclusion: Considering the necessity of integration in the health system, this study creates the possibility of interoperability and integration between HIS systems by applying the guidelines of integration in the architecture, which leads to cost reduction, quality improvement, and timely decision-making.

Abstract: 

Background: Decision making modalities for cancer screening for many conditions and different stages have become increasingly complex. Reengineering of traditional and paper-based decision support Information system as an innovation strategy facilitates scheduling and decision making and support the delivery of cancer screening services. Objectives: The aim of study is to business process reengineering based on decision support Information system in order to integration of colorectal cancer screening plan in Iranian population. Methods: The research method used in this study is mix method research (MMR) which combines quantitative methods and qualitative methods. Data collection techniques and tools in this study are: (1) Situational analysis method by checklist. The status of the current Information system was evaluated with a checklist and (2) interview and focus group discussion; it is based on the 37 views of experts. Results: In this study, present screening Information system was surveyed of six dimensions. These dimensions were general specification, functions, technologies, data resources, users, manual and standards of screening Information system. The present Information system performed only 25.1% of the expected Information system tasks. The next step, conceptual models of Integrated CRC screening Information system are developed and approved by experts. Conclusions: Reengineering is a powerful and significant change strategy that can bring quality improvements in decision making processes of colorectal cancer screening plan. Therefore, to support the successful reengineering of decision support Information system, comprehensive survey of infrastructures is needed in order to improve the quality of colorectal cancer screening plan.

Abstract: 

Introduction: Evaluation of hospital Information system (HIS) is a complex endeavor, in which all human, technical and organizational aspects should be considered. This study aimed to develop indicators for HIS evaluation.Methods: Present qualitative study was carried out through a cross-sectional method in 2012 in Kerman province, using Delphi technique. Given the objectives of this study, three independent phases were performed including literature review, providing draft indicators for HIS evaluation and reaching consensus. Required data were obtained through interviews and designed forms. Twenty-three experts composed the study population in interview and reaching consensus phases. Validity and reliability were confirmed through content validity and test-retest method, respectively. Data were analyzed using descriptive statistics.Results: Final set of indicators for HIS evaluation consisted of ninety-one indicators under 8 main topics, i.e. technical quality, software quality, architecture and interface quality, vendor quality, after-sale services quality, workflow support quality, support department, outcome quality and HIS cost.Conclusion: Given the complexity of Information system evaluation, all human, technical and organizational aspects have to be taken into account in any evaluation. Proposed indicators provide the possibility of comprehensive evaluation of HIS.
